Yes, the Bible tells us there is hope and to find it we usually have to look up to God, rather than down at ourselves or own community.

Psalm 42.5 says:

Why, my soul, are you downcast?
    Why so disturbed within me?
Put your hope in God,
    for I will yet praise him,
    my Saviour and my God.
