Kate holds a PhD in Development Planning from Sheffield University. She is a South African who has worked as a researcher and lecturer in various UK and South African universities, and also with rural communities and NGOs in South Africa.

Philippa Lei
Senior Child Rights Policy Adviser
Philippa holds a Masters degree in the Management of Non-Governmental Organisations from the London School of Economics. Prior to working for World Vision UK, she spent 3 years working with a local Romanian NGO on its programme development and advocacy on behalf of children in especially difficult circumstances, with a special focus on abandoned children suffering from HIV and AIDS and those living on the streets.

Elena Chiarella
Economic Justice Policy Officer
Elena is Italian and joined World Vision UK in August 2006 having previously worked for a Brussels-based NGO advocating for fair European economic policies affecting African countries. Elena holds a MA in International Politics from the Université Libre de Bruxelles in Belgium and is currently working on improving aid effectiveness.

Besinati Mpepo
Senior Economic Justice Policy Adviser
Besinati holds a Masters degree in Health Economics from the University of Cape Town in South Africa. She is a Zambian who joined the Policy and Research Team in July 2007. Besinati has a background of work on Poverty Reduction Strategies, National Budget processes, the Millennium Development Goals, aid and conditionality, civil society coordination and the accountability of governments to their citizens. She previously worked for 7 years with an anti-poverty advocacy network in Zambia.

Stuart Kean
Senior HIV and AIDS Policy Adviser
Stuart holds a PhD from the University of East Anglia on "The Institutional Politics of Agricultural Research Policy in Zambia". He has worked for 30 years on international development issues, of which 17 were spent working for government departments in Africa developing and implementing sustainable development policies. He joined World Vision in 2001 and the current focus of his work is children affected by HIV and AIDS.

Kate Eardley
Health Policy Adviser
Kate holds a Masters degree in Public Health in Developing Countries from the London School of Hygiene and Tropical Medicine. She spent 2 years working in community based HIV and AIDS programming in rural Zambia, with a particular focus on orphans and vulnerable children.

Jane Betts
Senior Disability Policy Adviser
Jane has a background in languages and education and worked as an English teacher with Voluntary Service Overseas (VSO) in China in the early nineties. Following that she worked in various support and management roles with VSO in Guinea Bissau, Cameroon, the Eastern Caribbean and the UK. In her time living and working in developing countries with VSO, Jane witnessed at first hand the discrimination, lack of opportunity and chronic poverty endured by disabled people. She brought a passion to be part of challenging these injustices to her new role when she joined World Vision in November 1999.
While Head of Programme Development she formed World Vision International's Disability Awareness Network with some like-minded colleagues, a network which had grown to encompass hundreds of World Vision staff across dozens of countries, all committed to ensuring the full inclusion of disabled people in World Vision's policies and programmes.
Jane has recently taken on the role of Senior Disability Policy Adviser based in World Vision UK.

Jeanette Holmstrom
Humanitarian Policy Officer
Jeanette Holmstrom is a Norwegian and holds a Master's Degree in Peace and Conflict Studies from Uppsala University in Sweden. She previously worked for the United Nations Instititute for Disarmament Research and UNICEF in Geneva, and is currently working as a Humanitarian Policy Officer. Jeanette works on advocacy around conflict or disaster-affected countries, as well as thematic areas of humanitarian policy, such as humanitarian protection, civil military relations and peacebuilding.
